[Xastir] Linear scaling for OSM - ANNOUNCEMENT

I think those large green blocks are the Olympic National Forest 
boundaries.  You can actually see the exact outlines on the OSM map.  I 
imagine it is the way the guys that made Mapnick wanted it...  (Only a 
guess).
