[Xastir] TigerMaps (specifically, the Tiger/Line files)

If I get some time this afternoon, I'll update the howto:maps on the wiki
for the Tiger/Line 2009 files.  I have created dbfawk files for a couple
dbfs that have changed from the 2008 format.
