[Xastir] radar map help

Map levels?  Check Map->Map Chooser, click on maps of interest, then
"Properties" button and mess with the map layers to set the map
stackup to the order you want.  Something like -99999 to 99999 is
the range.  They load in that order, most negative to most postive.
