[Xastir] connect to a different APRS-IS server when one is down

It should get rid of duplicates fine, but connecting to the APRS-IS
twice or more from the same station is considered bad practice these
days and frowned upon by the Core and Tier2 admins.  I believe they
knock you off the first connection when you connect to the second as
well, most of the time.
