[Xastir] What does xastir do?

Xastir does not do "vicinity" gating, and there is no configuration you can
set to make Xastir do it.

A station that transmits only via APRS-IS will not get itself gated to RF by an
Xastir no matter how close it is.

The only way to get Xastir to gate posits from an APRS-IS station is to list
it in "nws-stations.txt"
