Try this download (grab only the file with "shapefiles" in the filename), extract it somewhere in your /usr/local/share/xastir/maps/ directory (can be in subdirectory at any level below that), reindex your maps (Map->Configure menu), then try them in Xastir:

Those are the on-disk vector-format maps for OpenStreetMaps.  Should be fast in all cases and can be used mobile or while disconnected from the 'net.
