Not necessarily.  In Debian, the serial ports use the group "dialout"  (I recall UUCP was used in the distant past).  Also, /etc/profile is a script to create the default ~/.profile files.  

Adding a user to the appropriate group is the correct way to do this (using the adduser command as root):

The syntax is  "adduser <user> <group>"
