[Xastir] Modifications for new Australian Wx Shapefiles

Here's my thought process...

There should be somewhere that one could find a feed that has
information contained within that has an alert type such as:

BZW	Blizzard Warning
DSW	Dust Storm Warning
FSW	Flash Freeze Warning

Which are all listed here:
http://www.ec.gc.ca/meteo-weather/default.asp?lang=En&n=1C86C296-1

and a location by code such as:

Fort Saskatchewan - Vegreville - Redwater - Smoky Lake ( 076300)

and sub-areas such as:

 - Fort Saskatchewan and Northern Strathcona County (076360)
 - Elk Island National Park (076370)

Which are listed here:
http://www.ec.gc.ca/meteo-weather/default.asp?lang=En&n=F13E29C7-1

All of the above is information pertaining to the SAME radio
broadcasts, but one would think that there should be a similar feed
available for text alerts.
