[Xastir] Default PHG

I pulled up these references and searched in vain, trying to find some
similarity but could not find any.

One reference in the LANG portion pointed towards a file, i18n config
file but I found none on this machine (Ubuntu 10.04). The FAQ reference
indicated that it was on Redhat 8 and 9. 

Further reading in the LANG was referencing the xastir.cnf file and to
change it to en_US. Mine is currently reading "English". I changed it as
directed and Xastir wouldn't even load. I had to change it back to
English in order for it to run.

I'm beginning to think, I just need to put up a live station and it
would solve this.
