[Xastir] NWS shapefiles

Ok, I went back in the archives, found the discussion about testdbfawk and
the corrected command line.  I then copied the definition file over to a new
one, edited it to match, and testdbfawk still reports that nothing matches.

So someone else with better mojo than me will have to try to release updated
definition files.

Without updated dbfawks, there's little point to updating get-NWSdata.
If you have the time to patch some dbfawk files (I don't have the time,
myself) then it would be worthwhile to get the whole package updated.
