Are you sure that's what you want?

AFAIK .osm files are geographic vector data and .geo files contain
geographic images with metadata describing their location and extent. 
They are two very different types of file.

Furthermore, Xastir supports OSM map tiles natively.  The map tiles are
analogous to a .geo file I suppose.  If the OSM tiles are adequate for you
then just select them in the map chooser.  You might need a later version
of Xastir, but this was all done a year or more ago.
