You can monitor what you receive on RF (radio frequency), but because
of the way the internet feeds are set up, they are not accessible
without an amateur callsign and a passcode.
If you want to monitor the internet feeds then aprs.fi is excellent.
Have you heard of software defined radio?
Sites like http://sdr.osmocom.org/trac/wiki/rtl-sdr allow you to
receive with a DVB-T dongle.
However, you will need a full Linux install to really get the value
from that.
We'd really encourage you to get a ham licence and jion in fully.
