[Xastir] a possible non-ham solution.

if a Real Ham operator ex in the "sandbox" uses his computer to display
live track form the Internet. He can setup Xastir [interface => server
enable], this will make Xastir send out the info he get (rx and tx)
packages on port 2023. so in teori he can connect to this computer with
tx disable, and see what his HAM friend display. Alternative 2 is
always running a playback, or send in packages to his own computer true
the xastir_client. (stile port 2023).

if alternative 1:
He den need to set his Xastir to connect to his friends IP/HOSTANME and
port 2023 under "Interface => Add=> Internet Server". (just replace port
and server address with friends IP or HOSNAME and 14580 changes to 2023)

How ever hope he get his license soon... when thinking of it, I did a
few XP,and Vista installation of Xastir. and it work quite well.... but
it dosse`t compeer to running it on native nix/linux. but it uses
actually weary little resources under windows even with load. on the
WindXP machines I also had the Internet connection working, both work
with radio direct. haven`t tested Vista true Internet server tho.

But for number of reason windows is not a good way for using Xastir. You
really looses a number of futures in Xastir and all the benefits that
come with a real nix system. however Xastir is more and more one of the
good choices for use with even windows, it has a good map system. Great
support and a real push forwards, (still beeing developed) And it in my
book is the best free tool for SAR and tactical data out there.
