[Xastir] gpsmanshp error 127 (was Re: More Kubuntu 13 map problems)

Oops I missed where you asked how I had fixed it.  I figured out that the
problem was in the post installation script, so I edited it and rebuilt a
new deb package.  I actually don't remember all the details because I first
encountered it in Ubuntu 12.10 in the fall of 2012, so that's when I did
the "real work" to fix it.  When it happened again in 13.04 I just copied
what I did previously to the script.
