[Xastir] OSM tiles not displaying

It's been discussed.  IM has been a thorn in Xastir's side for many years.

When that first got suggested, it turned out that there was one distro that
had packages in its repos such that IM and GM were conflicting, and could
not be installed on the same machine.  So if anyone using that distro ever 
wanted to install a package that required IM, they would not be able to use 
Xastir.

That was several years ago.  It may not be an issue anymore.

I would wholeheartedly approve of pitching IM support in Xastir if we can.  
The code is *peppered* with ifdefs working around API changes over several
years of IM breakage, attempting to work with any version, even really old 
ones.  Makes for pretty unreadable code, and it would be great if it could
be discarded.
