The root problem in case seems to be a change in the way the Microsoft
mail servers (hotmail, outlook, msn, etc.) handle receiving of mail which
started to notice a couple of weeks ago.  They are doing strict
interpretation of SPF records gleaned from DNS queries on MTA connections
for mail delivery.  As an operator of several mail servers I certainly
understand why they are doing this, but they are so strict in its
implementation that it has limited the transfer of mail to many users.  I
think I have found the sweet spot for SPF but now they are complaining
about something completely different.  I personally don’t use any of
Microsoft’s free email services for my own reasons but until users
complain loud enough or move to another service nothing will change on
their part.
