[Xastir] Weather alert generator running again

My weather alert generator is running again as of yesterday. So are my
Firenet scripts. These are running from a new VM on top of new hardware for
Wetnet.net, courtesy of Ken, N7IPB. Thanks!

Also the home page is now "http://we7u.wetnet.net" instead of "
http://wetnet.net/~we7u"
