[Xastir] The weather service has changed shapefiles again

I didn't find enough ATU's to programicly parse the pages but I did manually
parse them.  Here's the diff..and at least one of these will change next
month so there will be a new diff then.  And these will need new SHP files
to match...

One of these days, if I ever get some ATUs, I aught to figure out a way to
wget the index page and then parse out the current filenames from that...
