[Xastir] libgeotiff-dev

[Dale Miller]

I have installed libgeotiff-dev and configure can't seem to find it even 
when I explicitly tell configure to look in /usr/include/geotiff.

Is this not how to tell configure to find it?
../configure LD_FLAGS=/usr/include/geotiff
