I seem to recall there being two places to enable igating in xastir,
and that it needs to be enabled in both places before igating will
work. The wiki seems to confirm this:

What do your settings look like in File->Configure->Defaults? Perhaps
you've already tried changing that, but I didn't see it specifically
mentioned in this thread.

I'm not near a computer running xastir at the moment, and it's been a
good while since I've done any igating, so I'm afraid that's the only
help I can offer.
