[Xastir] USNG Support

Unfortunately you can't input coordinates directly in USNG.
Alternatives: Place an object or item on the map where you want it,
then read it out in USNG via the calculator or via the coordinate
system at the bottom. In fact you can do the first method without
finishing the actual placement of an object/item.
