[Xastir] Object deletion issue

The transmission of the delete message is by design and happens according
to the decaying transmission rate algorithm.  Just as with all messages
and object transmission, the point is to repeatedly transmit the information so
that all conforming APRS clients can receive it (even if they only just 
turned on), but to decrease the frequency over time when the information
isn't changing.

The fact that aprs.fi doesn't delete the object when it receives a
delete message is the problem.
