[Xastir-dev] autoconf 2.53

I've been experimenting with the latest release of autotools, specifically
autoconf 2.53 and automake 1.6. What I've found is that the newer automake
functionality will break a number of older installs, but I think I can safely
use my development configure.in with autoconf 2.53 and older installs.
Before I make a commit I'd like to hear from others. I've managed to
clean-up a lot of the configure routines and plan to deprecate a number of
the routines in acinclude.m4 because the autotool routines do a good job of
finding these dependencies. My only concern is there are a lot of users that
have old(er) distros installed and this may cause problems for them.

Current development platform:
Red Hat 7.93 (pre 8)
gcc 3.2
glibc 2.2.9
aclocal 1.6
autoconf 2.53
automake 1.6
OpenMotif 2.2
the usual assortment of ImageMagic, festival, etc...
