[Xastir-Dev] libcurl support in place

wget is no longer necessary to enjoy the wonder of tigermaps, nor is
it required to fetch findu tracks, nor is it needed at all -- provided
you have libcurl on your system.

It slices, it dices, it improves system security and performance.  It
mows the lawn, feeds the pets, and generates useful debug information
when it fails.  What more could you ask from a file transfer library?
