I wasn't aware we were expecting normal users to be able to write to
the maps directory.  This, in my humble opinion, is bad.  We have
home directories for reasons. :-)  Shouldn't .xastir/ parallel
/usr/local/xastir with respect to structure?  If not, it should
definitely be made so.  In fact, all routines that look for files
should check for the presence of .xastir/whatever before
/usr/local/xastir/whatever and that change should be straightforward
to make after the code thaw.
