[Xastir-Dev] "make dist" doesn't work

I've removed all dependencies on libtool (ala lt*) as well as only
building *.tar.gz and *.bz2 dist files.  Any local symlinks to ltmain.sh
or ltconfig can also be removed.  I've tested the dist locally and it
correctly builds a distribution package.
