[Xastir-Dev] NWS Radar Images

They're what we call "Level II" data, NIDS II, or CRAFT.  I've access to 
them now for a research basis but in a couple of months, they're going 
to be much more readily accessible and because the Private Sector is 
demanding it for commercial purposes, radar data are going to be very 
low latency:  10-30 sec behind actual data reception at the most.  Thus, 
the commercial folks can sell it at near-real-time speed, nearly as fast 
as NWS sees it on their displays.

Delivery is via LDM, which I'm (conveniently) on.  Basically, I can 
generate the binary file with the data, and plan to make an FTP download 
or some sort of cgi availability from, more'n likely, my work desktop. 
I'll get all the file descriptors next week and forward them on.
