I have committed a patch to maps.c to fix the snapshot problem and
also remove the system() calls to convert in the snapshot code.
Snapshots now are done completely in memory, not hitting the disk
until the PNG file is written.

There's an analogous problem with the routine that deals with printing
windows, but it can wait until after the release.

The Tigermap/Terraserver files are currently downloaded to the
filesystem and written to disk, then read in by other routines.  I
plan on fixing this after the release to work more like the snapshots,
which will make the maps faster and more reliable.
