I would suggest that ~/.xastir be as much of a mirror of
/usr/local/xastir (or whatever it will be) so that future software can
check "/usr/local/xastir/foo:~/.xastir/foo" and we can grow from
there.

I suggest ~/.xastir/tmp to go with the aforementioned concept.
