[Xastir-Dev] proposed method of doing canoncial shapefile DBF attributes support

Isn't what I'm describing actually meta-metadata?  We are presented with 
metadata from the source of the maps and have to live with that.  My data is 
just to translate that data to what used internally by xastir.
