[Xastir-Dev] Weather Alerts are broken

I just tried running Xastir with/without the --dbfawk configure
switch just to make sure it wasn't that:  Latest Xastir isn't
drawing weather alerts at all in either mode.

Anyone know how/when they got broken?  We need to fix these ASAP, as
the hurricanes and fall weather are upon us.
