[Xastir-Dev] Weather Alerts are broken

I just opened up a file I had with NWS Warnings in it, changed the
expire time to the 21st, and brought it in.  Alerts showed up.

Have the format for alerts changed on us?  That might explain why
we're not seeing them anymore.
