findU, javAPRS, and xastir so far take the spec literally, so Bob cannot simply
make the change on his own. What he is now proposing is the APRS WG officially
state that these characters may be either upper/lower case, so that once all
programs accept both cases in all three character positions, new meaning can be
assigned.

Personally, I am opposed to adding more weirdness to the spec, and especially
for the specific use Bob proposes, but I don't have time to fight...
