[Xastir-dev] geocoder Tiger 2003-based files

Also using the most current GNIS (fips 55) data.

They are coming online at
http://www.dementia.org/geocoder/

After they are all there I will:
1) update README.maps (or whatever it's called)
2) update the UI to take a directory and lookup files by state there

however before I do 2, what should the permanent final names of these
files be?
