Sudo does not work on my Cygwin.
I will investigate and update my Cygwin if needed.

There are two new scripts in CVS, "update-xastir" and
"install-xastir".  They should be somewhat self-explanatory.

I'm not sure that they work properly for Cygwin installations,
mostly because of the "sudo" keyword which isn't necessary for
Cygwin (but then again "sudo" may be accepted and ignored?).

If someone could try these on a Cygwin system and let me know how
they work, I'd be grateful.

If need be, we could put logic into the script to detect a Cygwin
system and run an alternate series of commands.
