[Xastir-dev] Shapelib internal library

The --without-shapelib deal was meant to be a temporary way of allowing us
to enable/disable internal shapefile support, not as a long-term deal.  It
was also very easy to co-opt that existing option to slam in the feature.

We should definitely change it before doing a stable release.
