[Xastir-dev] Put data on APRS-IS

Note the date on the announcement.  To my knowledge, v1.2 has not moved 
since then.  Ask me sometime about the problems associated with not 
including someone fluent in weather monitoring in that group for the 
weather elements in the spec.
