Just for posterity, the fix is in.

What I ended up doing to to check any wx alerts marked as not
compressed for the needed underscore in the first title.  If not
present, we now assume that the alert is actually compressed and put it
through the compressed code.

So uncompressed as well as compressed wx alerts are now well handled. 
This was tested vs WE7U, AE5PL, as well as the NWS-TEST cases.  I did
find 2 test cases for zones that no longer exist and commented them
out.
