[Xastir] Lost tiger maps

I think the problem was a timeout in downloading.  I set the timeout to
120 sec. (the maximum) and it seems to work well.  I timed the download
for a zoom level of 256 and it took ~118 seconds.  I also tried zoom
levels of 64 (110 sec.) and 16 (90 sec.) Possibly the server is seeing
a heavy load.  I thought the map size would scale more than this,
however.
