[Xastir] Idea for re-org of map directories

Curt,
That seems pretty reasonable. In general I end up using either shape
files or WinAPRS formatted maps for zoomed out tracking of large areas.
When I zoom in for tight work I flip to geotiffs or something like it
(DRGs now).
The current work I'm doing for the government will be using about a
10km*10km area and DRGs are the map of choice for them.
