[Xastir] "Enable/configure Tigermap"

Data comes from a mapping server at tiger.census.gov.  It builds a request
and then sends it off.  An image file gets returned and that is what is
displayed.  There are some projection errors that are most noticable in
the upper right and left hand corners, and when really zoomed out (entire US).
 Down side is that you must have a network connection for it to work.
