[Xastir] problem messaging

Ah, I just remembered something.  There _was_ a bug (and still might
be) where if your box hadn't heard a posit from the remote station
yet, Xastir wouldn't know which interface to send on.  I tried to
fix that at one point by sending on ALL interfaces, but it's
possible that it wasn't fixed correctly.  The last time I tested it,
it appeared to work the way I wanted.

Just another thing to keep in mind as you look for causes.
