[Xastir] new user -- interface with AGW packet engine?

I have Xastir connecting to AGWPE and receiving packets.  Transmit
code isn't functional yet.

If you do a "cvs update" in the Xastir directory and then make and
make install again, you can try it too.

Transmitting code will get done as I get time to work on it.

Note that the login/password stuff doesn't work yet either.  Just
set security on AGWPE to allow you in, and don't put a password
into the passcode box for that interface in Xastir.
