What does the TigerMap server show for that area?

You might try dumping out the Shapefile using shpdump to see if that
shape is in the file at all.  You could perhaps bring it up into
some other program that understands Shapefiles to see if it is truly
missing, perhaps one of the ESRI free downloads (for Windows
unfortunately).

It could have been left off the original Tiger/Line file, it could
have been lost in translation to Shapefiles, it could be something
we're doing.
