Correct.  autoconf works by compiling test programs.  If those test
programs can't find a library, then it doesn't consider the library
found.  ImageMagick is a "special" case.  It's such a special case
that I've often wondered if we'd be able to survive without it.  Grr.
Anyway, Curt is correct.
