Yes.  I believe it has a delay between chars and a delay at the end
of each line.  For exactly the reasons mentioned.  The TNC in question
was a dual-port Paccomm picopacket.

Yep.  Another solution would be for me to get around to adding a
config option for setting the inter-character and inter-line delays,
as I think Lance requested way back when.  Then you could set it for
each individual TNC.
