As I recall it looks for the library in two places.  Some versions of
Shapelib install the library one place, some another.

Did you add "/usr/local/lib" to /etc/ld.so.conf, and then run
"ldconfig" as root after you installed Shapelib?  I believe the docs
mention to do that.  If not, they should.
