[Xastir] New configure.ac script - RPM upgrades

Unless you can give me a real good reason, I'm still in camp 1.

I like to be able to defeaturize (debug to you guys who've never had to 
explain a new bug to a customer) compile problems a little faster and 
another layer of obfuscation doesn't help...
