IIRC, depending on the version of Red Hat two versions of autostuff were
available, the then development version and the "stable" version.  You
can tell the difference because the "dev" version had the version
numbers appended to them.  To get these to work, and possibly not break
something else your using, modify the bootstrap file and use the
fullname (eg., automake-1.6.3).  If your building autostuff from source,
pass the path in a --prefix=/usr/bin (on RH distro's)  Even on more
recent distro's 8.0+ old versions are installed and can be called by
using the filename-version construct.

While I'm not going to sit here and tell you to upgrade your distro,
there are lots of improvements in the later versions that may well be
worth your time to invest in an upgrade.  If you need a high bandwidth
low use ftp site for downloading of iso's (and RPM's) let me know.
