[Xastir] shapelib

I'm installing xastir on a pc at work with cygwin...

I see that one of the urls for shapelib in the docs is at Curt's site and the
other at gdal.velocet.ca .  Curt has only 1.2.9 at his site, and
gdal.velocet.ca web page is completely unavailable today.  Anyone have a URL to
shapelib-1.2.10 which works?  I tried google already.
